Surf clubs to the rescue Sarah Parratt from the Sumner Surf Life Saving Club piggybacks a paramedic on to a property in Riverlaw Tce, Opawa, during the weekend’s flood. The Sumner and Taylors Mistake surf lifesaving clubs were called out to assist Civil Defence on Saturday afternoon after the Heathcote River broke its banks. Sumner club patrol officer Tom Denham said four rescue boats were used to check residents welfare and help with any evacuations, including a family of five and their dog. •Flooding photos, pages 4-5

Skate park workshop positive By Sarla Donovan THERE WAS a positive feeling at Monday night’s workshop on sites for a permanent skate park in the bay area. About 100 people attended the two hour workshop at the Redcliffs Mt Pleasant Bowling Club and gave their views on what was important in a skate park. Port Hills MP Ruth Dyson said she was “confident” a park would

be built at the end of the process. “Sumner really needs a park and the city council is being very rigorous, they’re involving the community right from the start.” Sumner was a more popular choice than Redcliffs or Heathcote. Helen Murray, whose 12-yearold son Cameron is a skateboarder, said it made sense to build it in Sumner. “Lots of people would love

to have it in Sumner. It’s a destination for lots of folk in Christchurch, people come out for coffee, to walk on the beach, to eat out. It’s another attraction for families.” Sumner builder Trevor Hone said the temporary skate ramp, which was located in Sumner Village before being shut down in February due to noise restrictions, allowed interaction between skateboarders and the

wider community. “There were quite old people down to five and six-year-olds hanging out and chatting. But it’s got to be somewhere that doesn’t affect anyone.” Sandy Buerki shifted to Sumner from Burwood a year ago. She said her 16-year-old son, Simon, had been “lost” since the temporary ramp was closed. “I feel really passionate about it. Simon’s nearly at an age where

he’ll be finishing with it, but I feel as a mother and a nurse that sport and movement are so important for young people, just to get that sense of balance.” The feedback from the workshop will be used to develop a list of possible sites. These will be presented to the Linwood-Central-Heathcote Community Board to consider prior to being put out for public consultation.

FROM THE EDITOR’S DESK IT WAS all hands to the pumps on Saturday when the waters rose, rose and kept rising. Bay Harbour News’ groups were in the thick of it. On page 1 today we have a great pic of the Sumner surf lifesavers helping to evacuate people. Those IRBs come in handy in all sorts of situations. Well done guys. Reporter Sarla Donovan went to the skate park workshop on Monday night (see page 1). She said it was a positive meeting and a big step forward to getting a site for a skate park. And with so many good surfers and skateboarders in the Bay Harbour area it’s crazy not to have one. I hope the powers that be though show common sense and build it away from homes. - Barry Clarke

News Trucks not causing air quality problems By Sarla Donovan A YEAR-LONG investigation shows truck exhaust emissions on Norwich Quay aren’t affecting Lyttelton’s air quality. In 2015, the Lyttelton-Mt Herbert Community Board (now the Banks Peninsula Community Board) asked Environment Canterbury to investigate after concern from board members and residents about the effect of trucks travelling on that road. The investigation found air quality was comparable with other sites in Canterbury. “We measKatherine ured particles Trought and gases at a roadside monitoring station on the corner of Norwich Quay and Canterbury St from January 2016 to January 2017,” said Katherine Trought, Environment Canterbury director of air quality. “In general, air quality measured in the vicinity of Norwich Quay was within World Health Organisation and national guidelines. BYLAW SUBMISSION A history of encroachment onto Akaroa Wharf’s public space is behind a submission from the Banks Peninsula Community Board. Public feedback is being sought by the city council over the Proposed Marine, River and Lake Facilities Bylaw. The board has asked in its submission that a clause be added requiring written permission from an “authorised officer” before anything can be built on or over a facility such as a wharf. SEAFARERS SITE A permanent home for the Lyttelton Seafarers Centre is being investigated as part of the city council property review process. There are currently around 28 properties in the Banks Peninsula area which the city council may sell if a suitable community use cannot be found. The Banks Peninsula Community Board has asked the city council to identify possible suitable properties in the Lyttelton area. MAIN RD WORKS Road work along Main Rd in Redcliffs is due to finish next week. Contractors began fibre installation work beside the old Redcliffs School site on July 17 and the work was expected to take two weeks to complete.

News The Governors Bay Volunteer Fire Brigade was kept busy over the weekend with the flooding and slips. Chief fire officer Andrew Norris said they helped move furniture and vehicles from Far Out Tomatoes in Allandale on Saturday when the whole valley became flooded. A house opposite the Wheatsheaf Tavern in Teddington had to be pumped out after it was inundated with water and a house in Ohinetahi had to be evacuated before a large retaining wall failed and smashed into it on Saturday afternoon.

By Sarla Donovan FANCY POPPING out for coffee and a spot of upcycling? It could soon be on the menu, with Project Lyttelton planning to open a repair Café. Secretary Lucette Hinden says it’s about helping people repair things in a workshop setting where tools are available for everyone. “You can bring your broken goods to the café and get them fixed with the help of expert volunteers from different fields.” Ms Hinden said after surveying the community about what they wanted help with, the most popular areas were DIY house maintenance and building projects – upcycling, technology, textile mending, appliances, cycle repair, furniture and knife sharpening. She’s wanting to hear from anybody with skills in those areas who would like to be

By Sarla Donovan THE GOVERNOR’S Bay Jetty Restoration Trust is running a drop-in consultation session on Sunday to find out what people want from a rebuilt structure. With design engineers soon to be engaged, deputy chairman Nick Dugan is encouraging people to call in and let the trust know what they want. There will be information boards and sticky notes for people to write suggestions about future uses, features they’d like, what materials should be used and any ideas for fundraising. The restoration trust last year took ownership of the jetty for $1 and will repair it before returning it back to the city council. It’s expected to cost around $3 million, most of which needs to be raised. Mr Dugan said they were looking at ways to reduce building costs, which could mean using some recycled materials. The cost of materials make up 60 per cent of the total, he said. Trust chairman Simon Mortlock is hoping for a big turnout this weekend, “not just people from Governors Bay, Lyttelton, Diamond Harbour, and the bay

area, but from wider Christchurch.” “Attending the event will give people the chance to have their say about the jetty and its design and to ask questions. But more than that, it’s a way of expressing their support for the jetty. Our aim is to get 1000 people to attend – this will send a clear message to the city council and organisations like the Lotteries Commission to which we’ll be applying for grants, that the community supports this project.” •The community consultation event take place this Sunday at the Governors Bay Community Centre, 1 Cresswell Ave. Call in any time between 3 and 5pm.

Eco-friendly car park A NEW car park servicing Sumner’s new library, community centre and museum will feature a rain garden. Landscaping of the car park is under way and will include the rain garden, which will filter oils and other pollutants from the stormwater before it goes into the ocean. The new Matuku Takotako: Sumner Centre is a key element of the city council’s Sumner Village Master Plan, which was developed after the earthquakes. Work on the 20-space car park, on the corner of Wakefield Ave and Nayland St, started this month and is expected to be finished midway through next month – about the same time as the centre. City council community facilities project manager Jon Malis said it would help relieve parking pressure in the area, providing off-street car parks for the village as a whole. “It’s very central to the village, so during the day it will provide parking for (the centre), but in the evening it will help meet demand for local restaurants and the Hollywood Theatre which is close-by.”

News Art society’s annual exhibition By Kilmeny Keyse SUMNER ART Society’s annual exhibition and sale will take place next week. The group of dedicated artists meet at the Mt Pleasant Yacht Club on Wednesday mornings to learn from each other and have a laugh. The fruits of a visit to Little River and Port Levy on a damp day will be among the work on display at the exhibition and sale. During the group’s annual plein air (outdoor painting) excursion, they drove to a member’s farmlet on the Port Levy road. Native plantings a career legacy ONE OF the biggest satisfactions of Joe Cartman’s career is seeing trees he helped grow from saplings become established specimens around the city. For the past four decades, he has managed the city council’s nurseries. When Mr Cartman first started working at the Harewood Nursery in 1975, it was a shed and 2ha paddock which had been used for growing onions. Now, as the 69-year-old looks forward to retiring to his 22ha property at Cooptown, near Little River, the nursery has almost outgrown its 11ha site. There are several buildings, including a state-of-the-art propagation house built four years ago. “It’s great to think that they’re going to be planted out there in the world and they’re going to be there for generations.” Each year, hundreds of thousands of shrubs, trees and other plants are grown at the site for use in city parks, street landscaping, and the regeneration of native bush on the Port Hills and wetland areas. A legacy of Mr Cartman’s career, and what he feels most proud of, are the large-scale native forest plantings that are now flourishing in wetlands, on

I think that’s going to be an increasing effect. towards growing New Zealand native trees and plants rather than exotic varieties. Mr Cartman was one of the original drivers behind this change. “Most of what we grow here now is natives, it’s a big percentage, probably 80 or 85 per cent. We grow about 250,000 native plants for re-vegetation each year, and demand is going to increase now with the

replanting after the Port Hills fires.” A small team at the nursery collects seeds from local sites, propagates cuttings and nurses trees into the mature specimens that people enjoy around Christchurch. Mr Cartman, who emigrated to New Zealand from north-east England in the 1970s, said he’s a nurseryman “by trade and inclination.”

However, thanks to a unique shop in London Street, Lyttelton, the problem can be easily solved. Air, Sea & Land has a huge array of fascinating items based on that theme, and with a general ‘boy’s own adventure’ feel about it, too. Owners Malcolm and Anne Carne have been running their gift shop and picture framing business in the port township for 18 years, and 18 months ago, decided to “reinvent” themselves by focusing on merchandise that would appeal particularly to men – although as Malcolm points out, many women also find it fascinating. Items with a sea or maritime theme include a selection related to polar exploration (Antarctic explorers Scott and Shackleton were both based out of Lyttelton), compasses, and a replica diver’s helmet in brass and copper. The land theme is represented in die cast model cars, motorbikes, scooters and other vehicles, as well as items with a railway connection, while aviation-related items include books and a wide selection of framed

prints depicting wartime aircraft and many others. Other fascinating collectible items from days gone by include framed collections of original cigarette cards, which are at least 80 years old, while there is also a wide selection of greeting cards with illustrations from the 1930s and ’40s. Custom framing is the other aspect of the business, and Malcolm is a Guild Commended Framer, an English qualification for which he was trained in conservation framing. Port strategy needed

Lyttelton Port should be part of a national port strategy writes Green MP Eugenie Sage Environment Canterbury’s recent granting of resource consents for the Lyttelton Port Company’s proposed harbour dredging highlights the need for a national strategy for our ports and coastal shipping. The dredging would widen the existing shipping channel to 200m, deepen it to up to 18m and extend it several kilometres beyond the harbour entrance. The project will involve months of dredging with the sediments being dumped in a 1250ha area off Godley Head. LPC wants a deeper and wider shipping channel so that supersized container ships, up to 350m long and carrying the equivalent of 8000 to 10,000 containers, can access the port at any state of the tide. These ships are nearly twice the size of container ships currently using the port. It is a poor use of investment capital and ratepayer funds and

makes no environmental sense to degrade multiple harbours to duplicate big ship-capable ports around the country. Yet that’s what’s happening, with ports competing with each other and each dredging their local harbour to handle these massive container ships. The Port of Tauranga has deepened its shipping channel. Port Otago is doing the same. The Port of Napier plans a $100 million upgrade. Wellington’s Centreport plans to dredge Wellington harbour. We need a national port strategy which identifies “hub” ports capable of handling bigger ships and second-tier “feeder” ports which support them and move cargo between them. And we need more government support for New Zealand coastal shipping. Only 15 per cent of freight moved around New Zealand is carried by sea. Domestic freight volumes are forecast to more than double by 2040. Moving goods by sea reduces heavy truck movements, roading costs, and road congestion. It improves safety and reduces greenhouse gas emissions. As New Zealand’s third largest

port, handling over 15 per cent of New Zealand’s imports and exports and nine per cent of our exports, Lyttelton is a potential “hub”. If Lyttelton Harbour/ Whakaraupō is to be sacrificed for more international shipping, then a national port strategy should help protect harbours elsewhere from the sediment plumes and changes to wave processes which extensive dredging causes. ECan’s decision was disappointing in not including an enforceable consent condition which required LPC to develop and implement a plan to enhance and restore mahinga kai in the harbour. Instead the ECan panel said it trusted LPC to protect and promote the health of Whakaraupō in partnership with Ngāi Tahu. The community will be watching closely.

Firefighters welcomed to brigade AKAROA VOLUNTEER Fire Brigade recently welcomed five new members. Dave Hyatt, Calum Bryan, Blake Thomson, Ronnie Thornley and Jed Hickey completed a seven-day recruit course at the Woolston Training Centre. Prepare for summer Gary Manch is on leave for the next Cabin month and Jim Dilley, regional harbourmaster, will be stepping into his shoes in the meantime. This week, he encourages boaties to get prepared for summer I can’t believe we let Gary Manch, our navigation safety officer, take a break when he has such a great job in the first place. While he is away, I will try to keep you informed about what’s happening on the waters around Banks Peninsula. Now that winter is here it’s actually a great time to do those jobs on the boat you have been putting off. Change the fuel filters, service the engine, tidy up the electrics, and check the lifejackets (and service them if they are the inflatable kind). If it’s done now it will mean you can head out on the first day of boating with confidence. Our focus this coming summer is to let people know that it’s best to take two separate means of communication with you when you go boating. It might be a VHF radio, a cell phone (in a waterproof bag), flares, an EPIRB (emergency beacon) or even a whistle. At the end of the day if you can’t tell someone you need help then no one will come and help. Think about where you are going to boat and what may be the best choices for your type of boating. Other happenings around the harbour have included an increase in the number of old boats being abandoned. As boats become old, maintenance becomes costly or the boat just gets too old and we end up having to deal with the vessel. Where an owner cannot be found, we remove and dispose of the vessel. In some cases, we can find a person willing to take on the boat. In other cases the boat is beyond saving or no one is interested. It’s sad to see once fine boats heading south but everything comes to the end of its life at some point. On a closing note, for those of you who enjoy boating, there is a great group called The Little Ships Club. This group provides a great series of regular talks and articles on all aspects of boating. They meet at the Naval Point Club each month and I thoroughly recommend going to a talk or two. I am very pleased to inform our community of two important decisions regarding our rebuild process. The school’s master-planning designers have been announced. This is the firm Architectus and we are very positive about this. www.architectus.co.nz Architectus has completed many school rebuilds and other major projects, including in Christchurch the Knowledge Centre (the Central Library) and the Bus Exchange. The lead person for our rebuild at Architectus is Carsten Auer. Carsten leads the Christchurch Architectus team. He is a Redcliffs resident and is committed to the concepts of community and inclusion which came through strongly in Architectus's submission. In Term 2, 2019 Linwood College will shift off-site for the duration of our rebuild to what will then be the former Avonside Girls’ High site. The site will be available as AGHS (and Shirley BHS) will be on their new site, formerly QE2 Park. This is a very good step for us, for while it has its own processes to work through, there are three major positives: 1. LC students and staff will not experience the difficult period of rebuild disruption. The time and energy that otherwise would have gone to ensuring learning was not affected can now be used more positively. 2.The LC demolition and building processes start with an unoccupied site and so can operate in a single stage. This means that a year comes off the rebuild timeline so the timeline we are looking at now is 18 months to two years. 3.With this considerable timesaving and there being no need for relocatables to shift us around in, there is a financial saving of approximately $1 million. This money does not leave the budget so is used to enhance what we will be getting. The Ministry of Education will ensure that LC has all the support that we need during our temporary relocation, including a transport plan for our students to the new site. We will be exploring bussing options to get our

students there. The MoE appoints a relocation manager and employs specialist movers skilled at shifting a school, everything from basketballs to hydrochloric acid. The AGHS site is safe. The buildings are mainly relocatable classrooms. AGHS has operated very successfully in them with a full academic and social curriculum. About half of the relocatables were brought in postearthquake so they are modern and warm. In fact, they are of better quality than our present LC classrooms. The site is close to us. I have timed my last two drives there: 3 min 50 sec and 4 min 10 sec, just 2.2 kilometres from the LC front gate to the AGHS front gate. While the rebuild of Linwood College is well overdue, we are also aware that the demolition of the old school will bring mixed feelings for some. And this makes sense as a school’s physical fabric contains many memories and key moments in people’s lives. How we close and honour this chapter in our school’s history, while we open another, is important to us and already is being given due attention. A ‘Grease’ ‘Teenwolf’ mash-up with eccentric characters, great one-liners and the odd motor bike - this fun story along with the compulsory dancing and singing has all the makings for a fun, family-friendly show. The new Performing Arts learning team of Sam Boyce da Cruz and Ben Russell are bringing life back to the Linwood College productions after a hiatus. The cast of this year’s production celebrates everything that is great about being part of a Year 7 - 13 school with cast and musicians involved spanning across all age groups, collaborating and working together to present this show.

After beating Burnside 17-3 in the mud at South Hagley after the recent deluge forced club games to be postponed until Monday night, the team known as the wave are now turning their attention Martin to their close Field-Dodgson rival. Sumner, considered the little brother of the two, have never beaten New Brighton at Rawhiti Domain in the division one competition. Sumner head coach Martin Field-Dodgson said it was a great incentive to knock them over this weekend. “They [New Brighton] will be tough and we have the underdog tag. But we are not too worried about that, the boys love competing,” he said. The plate final allows teams lower down the table to compete for silverware.
